This program was started originally as the Delaware Committee for a Free South Africa. In 1990, it started the annual SOWETO Festival through Artists for Racial Unity. After the end of apartheid, the Committee changed its name to reflect its broader focus.
Its areas of concern have grown to include restorative justice and in 1996 it began addressing the issue of restoring the vote to former felons in Delaware.
This work has grown into a sub-project called the Alliance for the Restoration of Ex-Offenders (AREO) which has two branches: the Ex-Felons Voting Rights Task Force (EFVRT) and the Pardons Project.
